If your home in Bainbridge, Thomasville, Cairo, and unincorporated Decatur, Thomas, and Grady counties is not livable after Isaias, you may be able to stay on your own property while it is repaired. We deliver a furnished travel trailer to your driveway or yard, set it up, have it connected, and service it for the whole stay. Local rules. Thomasville and Thomas County each have an emergency permit for a temporary trailer or RV while a home is repaired, issued at the city's or county's discretion after a declaration; Decatur County caps RV living at 30 days a year, and Bainbridge, Cairo, and Grady County have no storm exception we found. Hurricane Isaias and Decatur, Thomas, and Grady counties

Go back into an evacuated area, and plan a delivery there, only when local officials say it is safe, and follow road closures. For Decatur, Thomas, and Grady counties, official updates come from the Decatur County Emergency Management Agency and Georgia Emergency Management and Homeland Security Agency.

Storm facts

  • The storm. At 4 p.m. CDT on October 9, 2026, National Hurricane Center Advisory 13 had Isaias as a Category 3 hurricane, expected to make landfall along the coast of the western Florida Panhandle that evening. The hurricane warning ran from Ocean Springs, Mississippi, to the Bay and Gulf county line in Florida. National Hurricane Center
  • Southwest Georgia. At 4 p.m. CDT on October 9, 2026, National Hurricane Center Advisory 13 expected Isaias to make landfall on the western Florida Panhandle that evening, and the center then to move across Alabama and into the Tennessee Valley on Saturday and Sunday. It forecast 4 to 8 inches of rain across southwest Georgia, with considerable flash, urban, and river flooding impacts likely across the Florida Panhandle into southwestern Georgia, and said the risk of tornadoes would continue that night across southern Georgia. A trailer on your own lot in Decatur, Thomas, and Grady counties

Whether a trailer can stay on your lot is decided by your city, or by the county outside city limits, and by your HOA if you have one. Here is what each one’s own code or official page says, in short. Our parent brand covers the residential RV rules for Southwest Georgia in detail.

  • City of Bainbridge. RVs and travel trailers may be parked or stored on residential lots only in side yards, rear yards, carports, or enclosed buildings, and the ordinance's definition of a dwelling excludes RVs. Its temporary uses have no category for living in an RV while a home is repaired, and no city emergency provision for temporary dwellings was found, so ask the Bainbridge-Decatur County Building Department first.   • Unincorporated Decatur County. Using an RV as living quarters for more than 30 days in a calendar year, counted on any day it is occupied more than four hours, is a permanent residential use, and no lot may have an RV used as living quarters past 30 days a year unless it is secured and permitted the same way as a manufactured home.   • City of Thomasville. After a state of emergency or disaster declared by the governor and the city council, or a local emergency declared by the city council, the city manager or designees may issue temporary permits for manufactured housing, trailers, RVs, or other temporary dwellings in any zoning district while the primary home is repaired. The permit runs up to six months unless the city extends it, and the dwelling is then removed. As of October 9, 2026, we found no city council declaration for Isaias, and otherwise an RV may be stored on a residential lot only if it is locked or unoccupied. Ask the Building Department first.   • Unincorporated Thomas County. After the governor or the chair of the board of commissioners declares a state of emergency or disaster, the Board of Commissioners or its designees may permit a temporary mobile home, trailer, RV, or other temporary dwelling in any zoning district while the primary home is repaired. It must be designed by an engineer, with plans approved by the county health department and development services; the permit runs up to six months and may be extended up to six more for continuing hardship.   • City of Cairo. A travel trailer stored on a lot in any residential district may not be used as a residence, may not have its water or sewer connected, and must sit at least 10 feet from property lines and the house. The only exception found is a medical or age hardship variance for a relative of the owner, approved by the mayor and council after a public hearing.   • Unincorporated Grady County. Living in a travel trailer is limited to 60-day stays at sites designed for travel trailers, such as manufactured home communities, camping areas, or lots restricted to recreational use, and a travel trailer on a lot in a residential subdivision may not be used as a residence. The code does not expressly address a rural lot outside a subdivision, and no storm exception was found, so ask Grady County Code Enforcement first. Governor Kemp's executive order of October 8, 2026 declared a statewide state of emergency for Hurricane Isaias, covering all of Georgia; it has no county list. The order does not set a rule for trailers on residential lots; the city or county decides. The Thomasville and Thomas County emergency permits are discretionary, and we found no local Isaias declaration from either, or from Bainbridge, Decatur County, Cairo, or Grady County, as of October 9, 2026.

Crew trailers on a job site in Decatur, Thomas, and Grady counties

For restoration, roofing, tree, utility, and response crews working in Bainbridge, Thomasville, Cairo, and unincorporated Decatur, Thomas, and Grady counties. Bring the housing to the work. We deliver travel trailers to the site, or as close as the ground allows, and set up and connect them the same way we do in a driveway. A two-person crew fits one trailer. What the local codes say about trailers on a job site

  • City of Bainbridge. No provision lets a work crew live in an RV on a job site or commercial property. A construction field office is a temporary office, not housing, with zoning administrator approval, a building permit, and health department approval for water and sewage. A caretaker or night watchman residence on a commercial or industrial site must be at least 600 square feet, inside the principal building or in an accessory housing unit, and the ordinance's definition of a dwelling excludes RVs. RV parks are a conditional use only in the Highway Commercial and Light Industrial districts. Source: Bainbridge Zoning Ordinance (as amended May 20, 2025)
  • Unincorporated Decatur County. The Unified Development Ordinance has no crew housing rule. Using an RV as living quarters on any lot for more than 30 days in a calendar year counts as permanent residential use, which needs the RV secured and permitted like a manufactured home. The Planning Director may permit a temporary RV park for up to three years, reviewed with Environmental Health, with a site plan, setbacks, and RVs owned and occupied by the park's temporary residents rather than rented.   • City of Thomasville. A portable structure, which the code's definition says covers trailers of any kind, may serve as a construction site office for the length of construction, and that office may have living quarters for a night watchman or superintendent. It needs restrooms for its occupancy, and the city planner approves in advance how long it stays, its size, design, and placement. Portable structures may not be used for any other occupancy except storage, so the code does not cover a whole crew. Source: Thomasville Code of Ordinances, Sec. 22-18 (portable structures)
  • Unincorporated Thomas County. A construction office may be used for security, and one security employee may live in it during actual construction. An RV may serve as the construction office only if it meets the same requirements as a manufactured home. Temporary uses are listed by district, while construction offices are allowed where construction is under way, so confirm the district with county Planning.   • City of Cairo. No provision was found that allows an RV as crew or construction housing, and the zoning code has no construction office section. People may live in a travel trailer only on travel trailer sites in a travel trailer park, for up to 180 days, in a trailer they own, so rental trailers are not provided for. A caretaker or employee residence is allowed only in the I-1, I-2, and AG districts, inside or added to the principal structure. Source: Cairo Code of Ordinances, Sec. 22-333 (travel trailers)
  • Unincorporated Grady County. No provision was found that allows an RV as crew or construction housing. The county code limits living in a travel trailer, including a motor home, to 60 days, and only on travel trailer sites in manufactured home rental communities, public or company-owned recreation or camping areas, or private lots designed for and restricted to recreational or vacation use. Power, water, and sewer for a trailer in Decatur, Thomas, and Grady counties

Water, sewer or septic, and electrical connections are completed by licensed, insured contractors from our preferred vendor network, so you do not hire an electrician or a plumber. We look at how far the trailer will sit from the water, sewer, and power it will use, and confirm the site with you on the call before the trailer rolls.

Electric service in Decatur, Thomas, and Grady counties comes from the utilities below. Each posts its own outage and storm updates.

Septic: In unincorporated Grady County, a trailer lived in as a temporary residence with its plumbing in use needs an approved water source and sewage disposal that meets the county health department's rules, and Thomas County's emergency permit needs health department approval of the plans. Georgia's on-site sewage rules cover systems serving recreational vehicles and require a county health department permit before any part of a septic system is installed. Permit offices and emergency management in Decatur, Thomas, and Grady counties

Call the office for the city where the trailer will sit, or the county office outside city limits. Ask whether a travel trailer may be used there, for how long, and which permits the hookups need.

Questions about trailers in Decatur, Thomas, and Grady counties

Can I live in an RV on my lot in Thomasville or Thomas County if Isaias leaves my home unlivable?

Both codes provide an emergency permit for a temporary trailer or RV while the home is repaired, for up to six months, and both are discretionary. Thomasville's needs a declaration by the city council, which we had not found as of October 9, 2026. Thomas County's needs engineered plans. What are the rules in Bainbridge and Decatur County?

Bainbridge allows RVs on residential lots only for parking or storage, and its definition of a dwelling excludes RVs; we found no storm exception. In unincorporated Decatur County, living in an RV more than 30 days a year counts as permanent residential use and needs it secured and permitted like a manufactured home. Call the shared Building Department at 229-248-2000.

What about Cairo and Grady County?

Cairo bars living in a stored travel trailer in a residential district and allows only a medical or age hardship variance. Grady County limits living in a travel trailer to 60-day stays at designated sites and bars it as a residence in a residential subdivision. We found no storm exception in either, so ask before anyone moves in.

Can a crew stay in travel trailers on a job site in Southwest Georgia?

Not as a whole crew under any code we found. Thomasville lets a construction office house a night watchman or superintendent, and Thomas County lets one security employee live in a construction office. Decatur County offers temporary RV park permits, and Cairo and Grady County limit trailer living to parks or designated sites.
