Jackson County is named in Florida's Isaias state of emergency, so the state shelter law below applies. Graceville's land use code is posted as a scan; the city has the official copy.
Florida law says that after the Governor declares a state of emergency for a natural emergency, a county (section 125.023) or a city (section 166.0335) may not prohibit one temporary shelter, which includes a recreational vehicle or trailer, on the residential property of a home that was damaged and made uninhabitable. That protection runs for up to 36 months after the declaration or until a certificate of occupancy is issued for the home, whichever comes first, and only while three things are true: the resident is making a good-faith effort to rebuild or renovate, such as applying for a building permit; the shelter is connected to water and electric utilities and is not a threat to health and safety; and the resident lives in it. Local permits for the hookups still apply.

Florida's shelter law protects a utility-connected shelter on a damaged home's lot after the Governor's declaration, which conflicts with the town code on its face, so call the town at 850-593-6636 before delivery.
Graceville's land use code says travel trailers in residential districts may not be used for living, and Florida's shelter law also applies, so call City Hall at 850-263-3250. In unincorporated Jackson County, an owner building a new home may live in an RV for up to 18 months with development orders and permits; ask the Planning Division at 850-482-9637.
No code we found allows it. Marianna bars living in an RV and allows a manufactured home office on a construction site, occupied only when the Director finds it necessary for security. Sneads bans RV occupancy town-wide, and Jackson County limits RV dwellings to RV parks except for an owner building a new home.
