If your home in Chipley, Vernon, Bonifay, unincorporated Washington County, and unincorporated Holmes County is not livable after Isaias, you may be able to stay on your own property while it is repaired. We deliver a furnished travel trailer to your driveway or yard, set it up, have it connected, and service it for the whole stay. Washington County's own code, which also covers Vernon, points to Florida's 36-month temporary shelter law after a natural emergency; Chipley and Holmes County bar living in an RV except as state law allows, and Bonifay has no rule online. Hurricane Isaias and Washington and Holmes Counties

Go back into an evacuated area, and plan a delivery there, only when local officials say it is safe, and follow road closures. For Washington and Holmes Counties, official updates come from the Washington County Emergency Management and Florida Division of Emergency Management.

  • The storm. At 4 p.m. CDT on October 9, 2026, National Hurricane Center Advisory 13 had Isaias as a Category 3 hurricane, expected to make landfall along the coast of the western Florida Panhandle that evening. The hurricane warning ran from Ocean Springs, Mississippi, to the Bay and Gulf county line in Florida. National Hurricane Center
  • Florida. Executive Order 26-211, signed October 7, 2026, put 27 north Florida counties under a state of emergency, including Escambia, Santa Rosa, Okaloosa, Walton, Bay, and Leon. Florida Executive Order 26-211
  • Florida Panhandle. At 4 p.m. CDT on October 9, 2026, National Hurricane Center Advisory 13 expected Isaias to make landfall on the western Florida Panhandle that evening, and the center then to move across Alabama and into the Tennessee Valley on Saturday and Sunday. It forecast 4 to 8 inches of rain across the Florida Panhandle, with localized totals up to 15 inches possible and considerable flooding impacts likely from the Florida Panhandle into southwestern Georgia, and said the risk of tornadoes would continue that night across the Florida Panhandle. A trailer on your own lot in Washington and Holmes Counties

Whether a trailer can stay on your lot is decided by your city, or by the county outside city limits, and by your HOA if you have one. Here is what each one’s own code or official page says, in short. Our parent brand covers the residential RV rules for Washington and Holmes counties in detail.

  • City of Chipley. The zoning code makes it unlawful to use a trailer for residential living anywhere outside designated RV parks, with no storm exception. After the Governor's declaration, Florida's shelter law below keeps the city from barring one temporary shelter on the lot of a home made uninhabitable when its conditions are met, so ask Planning and Zoning about permits and hookups.   • Unincorporated Washington County and Vernon. The county code says residents may place RVs and other temporary residential shelters on their property for up to 36 months after a natural emergency, under the conditions of Florida's shelter law. It also allows living in an RV while a new home is built, with a land use application, a building permit, and a signed RV use affidavit, for six months from the permit, extendable to two years at most.   • City of Bonifay. No official page we could find states a rule. Check with the city or county before delivery.
  • Unincorporated Holmes County. The county's planning page says an RV may be placed for temporary use in the Recreation, Agriculture, Rural Residential, and Crossroads Mixed Use districts, but may not be used as a primary residence. Washington and Holmes counties are both named in Florida's Isaias state of emergency, so the state shelter law below applies in every city and in the unincorporated counties. Bonifay's regulations are posted as scans with no RV section, so check with the city.

Florida’s temporary shelter law

Florida law says that after the Governor declares a state of emergency for a natural emergency, a county (section 125.023) or a city (section 166.0335) may not prohibit one temporary shelter, which includes a recreational vehicle or trailer, on the residential property of a home that was damaged and made uninhabitable. That protection runs for up to 36 months after the declaration or until a certificate of occupancy is issued for the home, whichever comes first, and only while three things are true: the resident is making a good-faith effort to rebuild or renovate, such as applying for a building permit; the shelter is connected to water and electric utilities and is not a threat to health and safety; and the resident lives in it. Local permits for the hookups still apply.

Crew trailers on a job site in Washington and Holmes Counties

For restoration, roofing, tree, utility, and response crews working in Chipley, Vernon, Bonifay, unincorporated Washington County, and unincorporated Holmes County. Bring the housing to the work. What the local codes say about trailers on a job site

  • City of Chipley. Living in a travel trailer or RV is barred anywhere in the city outside a designated RV park. A manufactured home may sit on a construction site with a valid development order, but only as a temporary construction office with no sleeping quarters.   • Unincorporated Washington County and Vernon. RVs may not be used as residences except in a licensed RV park, by an owner building a new home on the parcel, for recreation up to 120 days a year, or after a natural emergency under the state shelter law, which is a homeowner rule. A mobile home or temporary structure may serve as a construction office or tool storage with a land use certificate, and construction trailers can be approved with the building permit.   • City of Bonifay. Construction trailers on the same parcel as the work may be approved as part of the building permit, with electrical and plumbing permits as needed, and nothing in the regulations treats them as sleeping quarters. Other temporary uses need a Temporary Use Permit at the city's discretion. No crew or watchman housing allowance for an RV was found. Source: Bonifay Land Development Regulations, Ch.   • Unincorporated Holmes County. Construction trailers on the same parcel as the work may be approved as part of the building permit, and nothing in that section treats them as living quarters. Questions about trailers in Washington and Holmes Counties

Can I live in an RV on my property in Washington County if Isaias leaves my home unlivable?

Washington County's code says residents may place RVs and other temporary shelters on their property for up to 36 months after a natural emergency, under the conditions of Florida's shelter law: a good-faith effort to rebuild, water and electric hookups, and living in it. The same code covers Vernon. Ask the Planning Department at 850-415-5093 about permits.

Can I live in a travel trailer on my lot in Chipley while my house is repaired?

Chipley's zoning code bars living in a trailer outside designated RV parks, but after the Governor's declaration, which names Washington County, Florida law keeps the city from barring one temporary shelter on the lot of a home made uninhabitable when its conditions are met. What are the rules in Bonifay and Holmes County?

No Bonifay RV rule was found in the city's posted regulations, so call City Hall at 850-547-4238. Holmes County's planning page says an RV may not be used as a primary residence. Florida's shelter law applies in both after the Governor's declaration, which names Holmes County. Ask the Holmes County Building Department at 850-547-1119.

Can a crew stay in travel trailers on a job site in Chipley or Bonifay?

No code we found allows it. Chipley allows a manufactured home on a construction site only as an office with no sleeping quarters, and Washington County, Bonifay, and Holmes County allow construction trailers with the building permit but not as living quarters. Ask the city or county before delivery.

Do you deliver travel trailers to Chipley and Bonifay after Hurricane Isaias?
