Unincorporated Jefferson County may permit an RV for up to a year when the need comes from fire or natural disaster damage; Birmingham and Hoover cap a trailer outside a park at a few days in six months, and Bessemer allows living in one only in a park. Jefferson County was not among the 40 counties named in Governor Ivey's October 7, 2026 state of emergency proclamation for Isaias. The county's zoning resolution applies only outside the cities.

Septic: The Jefferson County Department of Health's on-site sewage regulations require its written approval before a mobile home is connected to an existing septic system, and have no rule written for RVs. Only briefly under the code we found. Birmingham counts a travel trailer used for sleeping as a mobile home, and outside a mobile home park one may be parked or lived in for no more than seven days in total in any six-month period, with no storm or disaster exception. Ask the Permitting Division at 205-254-2904 before anyone stays longer.
The county's zoning resolution lets the Director of Development Services grant temporary emergency relief for a mobile home, RV, or tiny home on your property when the need comes directly from fire or natural disaster damage, for no more than one year. It is a permit, not automatic, so apply to Development Services at 205-325-5321 first.
Hoover bars parking or occupying a trailer coach for more than four days in total in any six-month period outside a permitted trailer park, unless it meets the city's codes for stationary dwellings. Bessemer allows living in a travel trailer only in an authorized mobile home park. Neither has a storm exception we found, so ask Hoover Inspection Services at 205-444-7522 or Bessemer Building Inspections.
No city code we found allows it: Birmingham, Hoover, and Bessemer allow construction trailers as offices or storage only. Outside city limits, Jefferson County's temporary emergency relief permit does not say who may live in the unit, so crew use takes the property owner's application and the Director's approval. Ask before delivery.
