Local rules. Cobb and Gwinnett counties each have an emergency permit for a temporary trailer or RV while a home is repaired, issued at the county's discretion; Atlanta bars living in an RV on a residential lot, and DeKalb limits it to 14 consecutive days. Each rule is linked to its official source below.

Housing a crew? No code we found in Atlanta, DeKalb, Cobb, or Gwinnett lets a crew live in RVs on a job site; DeKalb's caretaker permit in industrial districts is the closest fit. Crew rules and housing

A trailer on your own lot in metro Atlanta

Whether a trailer can stay on your lot is decided by your city, or by the county outside city limits, and by your HOA if you have one. Here is what each one’s own code or official page says, in short. Our parent brand covers the residential RV rules for Atlanta area in detail.

  • City of Atlanta. Travel trailers, campers, motor homes, and similar portable housing may be used for housing only in approved facilities intended for that use, for no more than 30 days, and an RV parked or stored on a residential lot may not be used for living, sleeping, or housekeeping. No storm or disaster exception was found in the city code, so ask the Office of Buildings before anyone moves in. Source: Atlanta Zoning Ordinance, Sec. 16-28.013
  • Unincorporated DeKalb County. No RV or trailer may be occupied for more than 14 consecutive days while parked in a residential zoning district, and it may not be parked in front of the house or close to the side or rear lines. That limit is not a permit to live in an RV during repairs, and no storm exception was found, so ask Planning and Sustainability before a stay longer than 14 days. Source: DeKalb County Zoning Ordinance, Sec. 6.1.15
  • Unincorporated Cobb County. After the governor or the chairman of the Board of Commissioners declares a state of emergency or disaster, the Board or its designees may permit a temporary mobile home, trailer, RV, or other temporary dwelling in any zoning district while the primary home is repaired. It must be designed by an engineer, with plans approved by the county health department and building inspections; the permit runs up to six months and may be extended up to six more for continuing hardship. The permit is at the board's discretion, so ask Community Development first. Source: Cobb County Code, Sec. 34-4 (civil emergencies)
  • Unincorporated Gwinnett County. After the Governor or the chairman of the Board of Commissioners declares a state of emergency or disaster, the commissioners or their designees may permit a temporary mobile home, trailer, RV, or other temporary dwelling in any zoning district while the primary home is repaired. It must be designed by an engineer, with plans approved by the county health department and development services; the permit runs up to six months and may be extended up to six more for continuing hardship. The permit is at the county's discretion, so ask Planning and Development first. Source: Gwinnett County Code, Sec. 34-24 (emergency management)

Governor Kemp's executive order of October 8, 2026 declared a statewide state of emergency for Hurricane Isaias, covering all of Georgia; it has no county list. The order does not set a rule for trailers on residential lots; the city or county decides. Cobb County's chairwoman signed a local declaration of emergency for Isaias that runs through October 11, 2026 unless renewed; the county's emergency RV permit is still at the board's discretion. As of October 9, 2026, we found no Isaias declaration from Atlanta, DeKalb, or Gwinnett. Most of Atlanta is in Fulton County and part is in DeKalb County; the cities inside the three counties, such as Marietta or Lawrenceville, have their own codes and are not covered here.

If insurance may pay for your housing

That depends on your policy and your adjuster. When a carrier approves the trailer, we can bill the carrier directly, so you are not fronting the cost. Our parent brand explains the claim side on 1st Choice Living’s Georgia page. Once the placement is arranged, the trailer, delivery, and service are ours.

Already working with a temporary housing company?

We work with any temporary housing company. If one is handling your housing, ask them to place you with Temporary RV Living, or with our parent brand, 1st Choice Living, for a trailer on your own lot in metro Atlanta. They send us the placement, and we deliver, set up, and service the trailer.

Crew trailers on a job site in metro Atlanta

For restoration, roofing, tree, utility, and response crews working in Atlanta, unincorporated DeKalb County, unincorporated Cobb County, and unincorporated Gwinnett County. Bring the housing to the work. We deliver travel trailers to the site, or as close as the ground allows, and set up and connect them the same way we do in a driveway. A two-person crew fits one trailer. A full crew takes a cluster, and the Workforce Bunkhouse sleeps six or more per trailer, with a kitchen and a bathroom the crew shares. One point of contact runs the placement, it lands on one invoice billed directly to the company, and we handle the LOA, COI, and compliance paperwork your office or your client requires.

What the local codes say about trailers on a job site

  • City of Atlanta. No provision was found that lets a travel trailer or RV serve as crew or construction housing. The zoning code says travel trailers, campers, motor homes, and similar portable housing may be used for housing only in approved facilities intended for that use, for no more than 30 days. The I-1 and I-2 industrial districts allow watchman or caretaker units as an accessory use, but that section does not mention RVs or trailers, and the code has no construction trailer or crew housing rule. Source: Atlanta Zoning Ordinance, Sec. 16-29.001
  • Unincorporated DeKalb County. The zoning code bans temporary buildings such as a mobile home or trailer in every district except three cases, each with a special administrative permit from the planning director: a caretaker's residence in the M and M-2 industrial districts, a home sales office, and use in connection with construction work for as long as the building permits run. The code's definition of a trailer includes travel trailers, so one could fit as a caretaker's residence with that permit. The construction exception does not say anyone may live in the trailer, and no rule for a crew camp of RVs was found. Source: DeKalb County Zoning Ordinance, Sec. 4.3.7 (temporary buildings)
  • Unincorporated Cobb County. A camping trailer, including a travel trailer, fifth-wheel, or RV, may not be used as a dwelling unit except in a campground or RV park, and overnight travel trailer parks in the tourist services district carry a 14-day limit. The Board of Commissioners' temporary land use permit for an occupied unit at a construction site covers a mobile home, and the code says a travel trailer is not a mobile home. The emergency temporary dwelling permit is written for repairing homes, not housing crews. Source: Cobb County Zoning Ordinance, Sec. 134-1 (definitions)
  • Unincorporated Gwinnett County. Temporary buildings may sit on a construction project during construction with a building permit, but the Unified Development Ordinance does not say anyone may live in them, and it has no rule for RVs as crew housing. RV parks and campgrounds are listed only in certain districts, some with a special use permit, and any use not listed is prohibited. The emergency temporary dwelling permit is written for repairing homes, not housing crews. Source: Gwinnett County Unified Development Ordinance, Sec. 230-40

For crew trailers in metro Atlanta, an approved RV park or campground is where these codes put an RV. Ask the city's Office of Buildings, or the county planning office outside city limits, before delivery, with the address and how long the crew expects to stay. More on crew housing.

Power, water, and sewer for a trailer in metro Atlanta

Water, sewer or septic, and electrical connections are completed by licensed, insured contractors from our preferred vendor network, so you do not hire an electrician or a plumber. We look at how far the trailer will sit from the water, sewer, and power it will use, and confirm the site with you on the call before the trailer rolls.

Electric service in metro Atlanta comes from the utilities below. Each posts its own outage and storm updates.

Septic: The Cobb and Gwinnett emergency permits need plans approved by the county health department. Georgia's on-site sewage rules cover systems serving recreational vehicles and require a county health department permit before any part of a septic system is installed. If the trailer will tie into a septic system, ask the county health department first. Source: Georgia Department of Public Health, on-site sewage rules, Chapter 511-3-1

Permit offices and emergency management in metro Atlanta

Call the office for the city where the trailer will sit, or the county office outside city limits. Ask whether a travel trailer may be used there, for how long, and which permits the hookups need.

What we need to start

  • The address where the trailer will sit
  • When you need it, and who is moving in: your household, pets included, or the crew head count
  • What the site has: a route in, firm ground close to level, and where the water, sewer or septic, and power are
  • For a company: in the form, choose “I am arranging it for someone else,” then “Employer housing a crew” or “Contractor or restoration”
  • Any approval the city, county, or HOA has given, or the office you have been working with

Questions about trailers in metro Atlanta

Can I live in an RV on my lot in Atlanta if Isaias leaves my home unlivable?

Atlanta's zoning code allows housing in travel trailers and similar units only in approved facilities, for up to 30 days, and bars living in an RV parked on a residential lot. We found no storm exception in the city code, so ask the Office of Buildings at 404-330-6150 before anyone moves in.

Is there an emergency permit in Cobb or Gwinnett County?

Yes, each county code lets the commissioners or their designees permit a temporary trailer or RV while the home is repaired, after a declaration by the Governor or the commission chairman, with engineered plans approved by the health department, for up to six months plus up to six more. Cobb County has signed a local Isaias emergency declaration, but both permits are discretionary, so ask the county planning office first.

How long can someone stay in an RV on a lot in unincorporated DeKalb County?

DeKalb's zoning code says an RV or trailer parked in a residential district may not be occupied for more than 14 consecutive days. That is not a permit to live in it during repairs, so ask Planning and Sustainability at 404-371-2155 before a longer stay.

Can a crew stay in travel trailers on a job site in metro Atlanta?

No code we found allows a crew camp on a job site. Atlanta and Cobb put RV housing in approved parks or campgrounds, Gwinnett's construction buildings are not housing, and DeKalb allows a trailer as a caretaker's residence in its industrial districts with a special administrative permit.
