Go back into an evacuated area, and plan a delivery there, only when local officials say it is safe, and follow road closures. For Mobile County, official updates come from the Mobile County Emergency Management Agency and Alabama EMA.

Saraland’s Council permission is the one rule we found here written for a trailer where a building is under construction. Everywhere else, ask the building office for the site before delivery, with the address and how long the crew expects to stay. More on crew housing.
Water, sewer or septic, and electrical connections are completed by licensed, insured contractors from our preferred vendor network, so you do not hire an electrician or a plumber. We look at how far the trailer will sit from the water, sewer, and power it will use, and confirm the site with you on the call before the trailer rolls.

In the City of Mobile, the code lets an RV be lived in on the same lot while a house made unfit to live in is repaired or rebuilt, with water and sanitary facilities, for up to one year of active construction, and it must be vacated within 14 days after the certificate of occupancy. Saraland does not allow living in a travel trailer outside a park, and Prichard has no rule online, so check with those cities first.
Dauphin Island's zoning ordinance lets an RV be used as a residence for up to 180 days after a disaster with Town Council review and approval, and the Council may extend it. RVs may not sit on a vacant lot, and every RV must leave the island in an island-wide evacuation, so talk to the town's Building Department before delivery.
Not under any rule we found in the City of Mobile: its code allows construction office trailers for administrative use and bars living in trailers and RVs, except a family repairing its own home. Saraland’s City Council may permit a trailer where a building is under construction, after written notice to neighbors within 600 feet. Unincorporated Mobile County has no zoning, though building permits and the septic rule still apply. Ask the building office for the site before delivery.
If the house is on a septic tank, yes. Mobile County Inspection Services says adding an RV to a property on a septic system needs approval from the Mobile County Health Department. The county has no zoning in its unincorporated areas, so there is no county zoning rule on the RV itself.
