Go back into an evacuated area, and plan a delivery there, only when local officials say it is safe, and follow road closures. For Baldwin County, official updates come from the Baldwin County Emergency Management Agency and Alabama EMA.

  • The storm. At 4 p.m. CDT on October 9, 2026, National Hurricane Center Advisory 13 had Isaias as a Category 3 hurricane, expected to make landfall along the coast of the western Florida Panhandle that evening. The hurricane warning ran from Ocean Springs, Mississippi, to the Bay and Gulf county line in Florida. National Hurricane Center

Whether a trailer can stay on your lot is decided by your city, or by the county outside city limits, and by your HOA if you have one. Here is what each one’s own code or official page says, in short. Our parent brand covers the residential RV rules for Baldwin County in detail.

  • City of Gulf Shores. An RV may not be placed on a lot without a temporary permit from the City Council or its designee. After natural disasters such as hurricanes, the Council may grant special temporary permits on the conditions it sets; ask the city what it will approve.   • City of Orange Beach. A homeowner may live in an RV for up to 6 months while building or rebuilding, with prior Community Development approval, a building permit kept active, water and sewer hookups, city garbage service, and the RV on the same or an adjacent parcel; one written extension of up to 6 months may be granted.   • City of Foley. The zoning ordinance does not allow an RV to be lived in on a residential lot, except by guests for up to 14 days in a calendar year, and no rebuilding exception was found. Check with the city. Source: Foley Zoning Ordinance, Sec. 8.3
  • City of Fairhope. City code bars sleeping in a camper or trailer between 10 p.m. and 6 a.m. outside licensed parks or campsites, except on a lot with an occupied house for up to 14 consecutive days, and no rebuilding exception was found.   • City of Spanish Fort. A travel trailer or motor home may be lived in for up to 12 months while a home made unusable by a natural disaster such as a hurricane or tornado is rebuilt or rehabilitated, parked behind the front building setback line. Source: Spanish Fort zoning ordinance
  • Unincorporated Baldwin County. In zoned districts, the owner or occupant of a home made uninhabitable by a disaster may live in an RV on the same parcel, or an adjacent one with the same owner, for up to 18 months from the date of damage, with an approved site plan from Planning and Zoning applied for within 12 months. The RV stays road-ready with a current tag, connects to a permitted sewage system, stays out of the front yard, and must not be barred by covenants. What the local codes say about trailers on a job site

  • City of Gulf Shores. City code bans lodging in a camper or trailer from 10 p.m. to 6 a.m. outside licensed parks or campgrounds, except up to 14 consecutive days on a residential lot with an occupied home, and an RV needs a temporary permit from the City Council or its designee to sit on any parcel. Construction trailers for an approved development are reviewed by the Building Official, but no provision lets anyone live in one. Source: Gulf Shores City Code, Sec. 11-2
  • City of Orange Beach. No one may live or sleep in an RV for any period outside RV parks and mobile home parks. The emergency rule that lets residents put RVs on their own property limits them to private residential use, with no rentals and no business use. Source: Orange Beach Zoning Ordinance, Sec. 5.1601
  • City of Foley. The building fee schedule lists a permit for a mobile or manufactured structure used as watchman’s quarters, in six-month periods, but only where city ordinances otherwise permit the use, and the code does not say whether an RV qualifies.   • City of Fairhope. City code bans sleeping in a camper, trailer, or other vehicle anywhere in the city or its police jurisdiction from 10 p.m. to 6 a.m., outside licensed parks, campsites, and approved special events, except up to 14 consecutive days on a residential lot with an occupied home.   • City of Daphne. A travel trailer may not be lived in, even temporarily, outside an RV park. The fee schedule lists a permit for watchman’s quarters, but no zoning text allowing a watchman or crew to live in an RV was found, so check with Building Inspection.   • City of Spanish Fort. Trailers and temporary buildings used with construction work are allowed, but the ordinance says they may not be used or occupied as a temporary dwelling or residence, and they come off when construction is finished. Source: Spanish Fort zoning ordinance
  • Unincorporated Baldwin County. Temporary structures for construction work are allowed in zoned districts while work is under way, but the RV living allowances cover only the owner or occupant of a damaged home, or a new single-family home under construction. After a disaster the County Commission may grant special temporary permits for a temporary building or use on any lot, in renewable 6-month periods; that takes a Commission decision. Questions about trailers in Baldwin County

Can I live in an RV on my lot in Orange Beach or Gulf Shores while I rebuild?

Orange Beach lets a homeowner live in an RV for up to 6 months while building or rebuilding, with Community Development approval, an active building permit, water and sewer hookups, and city garbage service, plus one extension of up to 6 months. In Gulf Shores an RV needs a temporary permit from the City Council or its designee, and after a hurricane the Council may grant special temporary permits on its own conditions.

What does unincorporated Baldwin County require for an RV after a storm?

In zoned districts, the occupant of a home made uninhabitable by a disaster may live in an RV on the same parcel for up to 18 months from the date of damage. It needs an approved site plan from Baldwin County Planning and Zoning, applied for within 12 months, a road-ready RV with a current tag, and a connection to a permitted sewage system.

Can a restoration crew stay in RVs on a job site in Baldwin County?

Not under any rule we found. Orange Beach bars living in an RV outside RV and mobile home parks, Gulf Shores and Fairhope bar sleeping in a camper overnight outside parks, and Spanish Fort says construction trailers may not be occupied as a dwelling. After a disaster the County Commission may grant special temporary permits for a temporary building or use, so ask the city or county what it will permit before delivery.

Can I stay in a travel trailer on my lot in Foley, Fairhope, or Daphne?

Their codes do not offer a storm or rebuilding exception. Foley allows RV living on a residential lot only by guests for up to 14 days a year, Fairhope bars sleeping in a camper overnight outside parks except up to 14 days on a lot with an occupied house, and Daphne bars living in a travel trailer outside an RV park. Ask the city before delivery.
