Local rules. Santa Rosa County, Gulf Breeze and Milton all restrict living in an RV on a residential lot, and Florida law limits how they can prohibit one on a damaged home’s lot after the Governor’s declaration. Hurricane Isaias and Santa Rosa County

Go back into an evacuated area, and plan a delivery there, only when local officials say it is safe, and follow road closures. For Santa Rosa County, official updates come from the Santa Rosa County Emergency Management and Florida Division of Emergency Management.

  • The storm. At 4 p.m. CDT on October 9, 2026, National Hurricane Center Advisory 13 had Isaias as a Category 3 hurricane, expected to make landfall along the coast of the western Florida Panhandle that evening. A trailer on your own lot in Santa Rosa County

Whether a trailer can stay on your lot is decided by your city, or by the county outside city limits, and by your HOA if you have one. Here is what each one’s own code or official page says, in short. Our parent brand covers the residential RV rules for Santa Rosa County in detail.

  • City of Gulf Breeze. The code bars living or sleeping in a vehicle on a residential lot, but the City Council may allow RVs to be lived in after a declared natural disaster by a resolution that sets an expiration date, and RV sewer hookups are allowed only under such a resolution.   • City of Milton. The land development code says recreational equipment may not be used for living or temporary housing in a residential district and has no disaster permit.   • Unincorporated Santa Rosa County, including Navarre and Pace. The closest county rule allows an RV as temporary living quarters while a single-family home is being built, once a residential building permit is issued, for up to one year from that permit, kept road-ready with quick-disconnect utilities. Florida’s temporary shelter law

Florida law says that after the Governor declares a state of emergency for a natural emergency, a county (section 125.023) or a city (section 166.0335) may not prohibit one temporary shelter, which includes a recreational vehicle or trailer, on the residential property of a home that was damaged and made uninhabitable. That protection runs for up to 36 months after the declaration or until a certificate of occupancy is issued for the home, whichever comes first, and only while three things are true: the resident is making a good-faith effort to rebuild or renovate, such as applying for a building permit; the shelter is connected to water and electric utilities and is not a threat to health and safety; and the resident lives in it. Local permits for the hookups still apply.

Crew trailers on a job site in Santa Rosa County

For restoration, roofing, tree, utility, and response crews working in Navarre, Gulf Breeze, Milton, and Pace. Bring the housing to the work. What the local codes say about trailers on a job site

  • City of Gulf Breeze. An RV may sit on a construction site as an office, work, or security trailer with a permit from Community Services, but no one may live or sleep in it.   • City of Milton. A travel trailer may serve as a construction field office or tool shed with a Planning and Development permit, but not as housing. After damage such as a hurricane, a travel trailer may be used as temporary living quarters in any zoning district when the City Manager or a designee finds an emergency on an application to Planning and Development, for up to six months, at least 15 feet from property lines and buildings, with legal gray and black water disposal.   • Unincorporated Santa Rosa County, including Navarre and Pace. On a construction project in a commercial or industrial zone, a conditional use allows one RV per lot or project parcel as temporary living quarters for security, with a permit, permitted utility connections, and lawful waste disposal, for no more than 12 months and ending at the first certificate of occupancy. Power, water, and sewer for a trailer in Santa Rosa County

Water, sewer or septic, and electrical connections are completed by licensed, insured contractors from our preferred vendor network, so you do not hire an electrician or a plumber. Questions about trailers in Santa Rosa County

Can I live in an RV on my lot in Navarre or Pace after Hurricane Isaias?

The county code restricts living in an RV in residential zoning, but section 125.023 of the Florida Statutes says that after the Governor's declaration the county may not prohibit one temporary shelter on the lot of a home made uninhabitable, for up to 36 months or until a certificate of occupancy, while you rebuild in good faith, keep it connected to water and electric, and live in it. Check with Santa Rosa County Development Services on permits.

Does Gulf Breeze allow RVs after a hurricane?

Gulf Breeze's code lets the City Council allow RVs to be lived in after a declared natural disaster by passing a resolution with an expiration date, and RV sewer hookups are allowed only under that resolution. No Isaias resolution was on the city's site as of October 9, 2026, so check with Community Services.

Can a crew stay in travel trailers on a job site in Navarre, Milton, or Gulf Breeze?

Only in narrow cases. In unincorporated Santa Rosa County, including Navarre, a conditional use allows one RV for security on a commercial or industrial construction project, for up to 12 months. In Milton, the City Manager may allow a travel trailer as temporary living quarters for up to six months after hurricane damage, and the code does not say who may live in it. Gulf Breeze allows job-site RVs only as offices or security trailers. Ask before delivery.
