Hurricane Isaias and Orleans, Jefferson, St. Bernard, and Plaquemines parishes

Go back into an evacuated area, and plan a delivery there, only when local officials say it is safe, and follow road closures. For Orleans, Jefferson, St. Bernard, and Plaquemines parishes, official updates come from the New Orleans Office of Homeland Security and Emergency Preparedness (NOLA Ready) and Louisiana GOHSEP.

  • The storm. At 4 p.m. CDT on October 9, 2026, National Hurricane Center Advisory 13 had Isaias as a Category 3 hurricane, expected to make landfall along the coast of the western Florida Panhandle that evening. The hurricane warning ran from Ocean Springs, Mississippi, to the Bay and Gulf county line in Florida. National Hurricane Center
  • Southeast Louisiana coast. At 4 p.m. CDT on October 9, 2026, National Hurricane Center Advisory 13 had a Tropical Storm Warning from the Jefferson/Plaquemines Parish line in Louisiana to west of Ocean Springs, Mississippi, and a Storm Surge Warning from the mouth of the Mississippi River to the Suwannee River in Florida. It forecast possible storm surge of 3 to 5 feet above ground from the mouth of the Mississippi River to Dauphin Island, Alabama, if the peak surge comes at high tide, and expected Isaias to make landfall along the coast of the western Florida Panhandle that evening. A trailer on your own lot in Orleans, Jefferson, St. Bernard, and Plaquemines parishes

Whether a trailer can stay on your lot is decided by your city, or by the parish outside city limits, and by your HOA if you have one. Here is what each one’s own code or official page says, in short. Our parent brand covers the residential RV rules for New Orleans area in detail.

  • City of New Orleans (Orleans Parish). The Comprehensive Zoning Ordinance says no recreational vehicle may be used for living, sleeping, or housekeeping in any district, and an RV parked on a residential lot may not be hooked up to public utilities. Its list of temporary uses has no storm or disaster housing category, so ask Safety and Permits before anyone lives in an RV on the lot. Source: New Orleans Comprehensive Zoning Ordinance, Article 22
  • Unincorporated Jefferson Parish. Parked or stored RVs may never be lived in or slept in. After a declared disaster or emergency, the Parish Council may adopt a resolution waiving zoning so RVs and travel trailers can be placed and lived in on residentially zoned property; the resolution can require that the home be under repair with a building permit and set an end date.   • St. Bernard Parish. The zoning code says no RV or travel trailer may be used as a temporary or permanent residence outside a designated, permitted RV park, and an RV parked on a residential lot may not be used for living, sleeping, or housekeeping. No storm or rebuild exception was found, so ask Safety and Permits before anyone moves in. Source: St. Bernard Parish Code, Sec. 22-9 (special regulations)
  • Plaquemines Parish. In the single-family districts, a temporary residential trailer lived in by the property owner is a conditional use when it is there so the owner can renovate or rebuild a home after a severe weather event such as a hurricane, flood, or tornado. It needs Parish Council approval through the conditional use process first, and it must be removed within seven days after the work is finished or after six months, which the Council can extend once by six months. As of October 9, 2026, we found no Isaias emergency proclamation by Louisiana's Governor on the Governor's newsroom or GOHSEP's Isaias page, and no Isaias declaration by the parishes on this page. Louisiana law sets up a state expedited temporary housing program, run by GOHSEP, that can follow a presidential disaster declaration for parishes that have certified they will waive land use rules for an RV or other temporary housing next to the survivor's damaged home; it does not apply unless such a declaration is made. The cities inside Jefferson Parish, such as Kenner, Gretna, and Westwego, have their own codes and are not covered here.

Crew trailers on a job site in Orleans, Jefferson, St. Bernard, and Plaquemines parishes

For restoration, roofing, tree, utility, and response crews working in New Orleans, unincorporated Jefferson Parish, St. Bernard Parish, and Plaquemines Parish. Bring the housing to the work. What the local codes say about trailers on a job site

  • City of New Orleans (Orleans Parish). No provision lets a crew live in an RV or travel trailer on a job site or commercial property. The Comprehensive Zoning Ordinance says no recreational vehicle, which it defines to include trailers, campers, and motor homes, may be used for living, sleeping, or housekeeping in any district or hooked up to public utilities, outside an RV park, and it defines an RV park stay as transient, for a maximum of 15 days.   • Unincorporated Jefferson Parish. No current parish rule clearly lets a crew live in RVs on a job site or commercial property. The only code section that mentions workers is a 2006 fire safety rule written for trailers housing people displaced by Hurricane Katrina, which sets spacing, hydrant, access road, and smoke detector requirements but grants no permit. The Council's post-disaster RV waiver is for residents, and RVs parked on home sites may not be lived in. Source: Jefferson Parish Code, Sec. 13-10
  • St. Bernard Parish. The zoning code has a temporary worker housing use: a fenced area of no more than five RVs, approved by the Parish Council as a conditional use in one district the code names; confirm which district with the parish. Each RV may be used only as temporary living quarters for workers, for up to 180 consecutive days, with further extensions from Community Development on proof of per diem for a temporary job in the parish. The RVs must be licensed and ready for highway use, and the area needs an engineered site plan, water, sewer, and electric service at each site, common showers and toilets, and an occupational license.   • Plaquemines Parish. When the Parish Council declares an immediate need for temporary housing by ordinance, the Permits, Planning and Zoning Department may issue temporary permits for RV parks, RV sites, and travel trailers, for no more than three years, and only in limited areas: flood plain parcels that held a similar permit in the last ten years, and districts downriver of St. Jude Road in Port Sulphur, never Citrus City. The parish has readopted its temporary housing rules since, and we could not verify the current terms, so confirm them with the Permits Department. Plaquemines Parish's ordinance table also lists moratoriums on new RV permits in parts of the parish, so ask the Permits Department whether one applies. Power, water, and sewer for a trailer in Orleans, Jefferson, St. Bernard, and Plaquemines parishes

Water, sewer or septic, and electrical connections are completed by licensed, insured contractors from our preferred vendor network, so you do not hire an electrician or a plumber. Septic: Louisiana's plumbing code requires a vented trailer trap in the building sewer immediately downstream of a travel trailer's drain outlet wherever one is connected. Call the office for the city where the trailer will sit, or the parish office outside city limits. Ask whether a travel trailer may be used there, for how long, and which permits the hookups need.

Questions about trailers in Orleans, Jefferson, St. Bernard, and Plaquemines parishes

Can I live in an RV on my lot in New Orleans if Isaias leaves my home unlivable?

New Orleans' Comprehensive Zoning Ordinance says no RV may be used for living, sleeping, or housekeeping in any district, and an RV on a residential lot may not be hooked up to utilities. We found no storm or disaster exception, so ask the Department of Safety and Permits at (504) 658-7200 before anyone moves in.

Can I put a trailer on my lot in unincorporated Jefferson Parish?

Only if the Parish Council adopts a post-disaster resolution waiving zoning for RVs and travel trailers on residential property, which can require a building permit for the repair and set an end date. As of October 9, 2026, we found no Isaias resolution. Ask Jefferson Parish Building Permits at 504-736-6957.

What are the rules in St. Bernard and Plaquemines parishes?

St. Bernard Parish bars living in an RV outside a permitted RV park and has no storm exception we could find. Plaquemines Parish lets an owner live in a temporary trailer in the single-family districts while rebuilding after a hurricane, flood, or tornado, with Parish Council approval, for six months, extendable once by six months.

Can a crew stay in travel trailers on a job site in the New Orleans area?

Not in New Orleans or unincorporated Jefferson Parish under any rule we found. St. Bernard Parish has a temporary worker housing use of up to five RVs, approved by the Parish Council, for up to 180 consecutive days. Plaquemines Parish provides for temporary RV permits only in limited areas; confirm the current terms with the parish. Ask the permit office first.
