If your home in Slidell, Mandeville, Covington, unincorporated St. Tammany Parish, and Bogalusa is not livable after Isaias, you may be able to stay on your own property while it is repaired. We deliver a furnished travel trailer to your driveway or yard, set it up, have it connected, and service it for the whole stay. When a carrier approves the trailer, we can bill the carrier directly.

Local rules. Unincorporated St. Tammany Parish issues a temporary permit for an RV on the lot while the home is repaired, up to six months plus three; Slidell, Mandeville, Covington, and Bogalusa have no storm exception we could find. Each rule is linked to its official source below.

Hurricane Isaias and St. Tammany and Washington parishes

Go back into an evacuated area, and plan a delivery there, only when local officials say it is safe, and follow road closures. For St. Tammany and Washington parishes, official updates come from the St. Tammany Parish Office of Homeland Security and Emergency Preparedness and Louisiana GOHSEP.

Storm facts

  • The storm. At 4 p.m. CDT on October 9, 2026, National Hurricane Center Advisory 13 had Isaias as a Category 3 hurricane, expected to make landfall along the coast of the western Florida Panhandle that evening. The hurricane warning ran from Ocean Springs, Mississippi, to the Bay and Gulf county line in Florida. National Hurricane Center
  • Southeast Louisiana. At 4 p.m. CDT on October 9, 2026, National Hurricane Center Advisory 13 had a Tropical Storm Warning from the Jefferson/Plaquemines Parish line in Louisiana to west of Ocean Springs, Mississippi, and a Storm Surge Warning from the mouth of the Mississippi River to the Suwannee River in Florida, and expected Isaias to make landfall along the coast of the western Florida Panhandle that evening. It said tropical-storm-force winds extended outward up to 205 miles from the center. A trailer on your own lot in St. Tammany and Washington parishes

Whether a trailer can stay on your lot is decided by your city, or by the parish outside city limits, and by your HOA if you have one. Here is what each one’s own code or official page says, in short. Our parent brand covers the residential RV rules for Northshore in detail.

  • City of Slidell. An RV may be parked on a residential lot, but it may not be connected to utilities except for maintenance or for out-of-town visitors, and visitor hookups may not exceed 14 days a calendar year. No provision for living in an RV while the home is repaired was found, so ask Building Safety first. Source: Slidell Unified Development Code, Sec. 8.3 (off-street parking and loading)
  • City of Mandeville. An RV parked on a developed site may not be used as living quarters, permanently or part time. The only exception is a temporary visitor to the people who live there, for up to 72 hours without a permit or up to two weeks with a temporary certificate of occupancy from the Building Inspector.   • City of Covington. No RV may be used for living, sleeping, or housekeeping in any zoning district unless it is in a regulated RV park. After a natural, federally declared disaster, the ordinance allows a manufactured home, not an RV, as temporary emergency housing for up to six months, not renewable. On August 11, 2026, the City Council adopted a resolution to consider waiving land use rules for the state expedited temporary housing program; the posted copy does not say whether the city opted in.   • Unincorporated St. Tammany Parish. The parish may issue a temporary permit for a manufactured home or RV used as a temporary residence while a home on the same site is built, repaired, or renovated. The permit runs up to six months, can be extended once by up to three months to finish the work, and the unit leaves within 30 days after the final occupancy permit for the home. Outside that permit, an RV on a developed home site may not be lived in. The section does not apply to temporary housing authorized under an emergency or disaster declaration, which the parish handles separately.   • City of Bogalusa (Washington Parish). One RV belonging to the owner of a single-family home may be parked on the owner's property only if it is not used as a dwelling, and mobile homes are not permitted in residential districts. No storm or rebuild exception for RVs was found, so ask the city before anyone moves in. Source: Bogalusa Code of Ordinances, Sec. 21-261

As of October 9, 2026, we found no Isaias emergency proclamation by Louisiana's Governor on the Governor's newsroom or GOHSEP's Isaias page, and no Isaias declaration by the parishes on this page. Louisiana law sets up a state expedited temporary housing program, run by GOHSEP, that can follow a presidential disaster declaration for parishes that have certified they will waive land use rules for an RV or other temporary housing next to the survivor's damaged home; it does not apply unless such a declaration is made.

Crew trailers on a job site in St. Tammany and Washington parishes

For restoration, roofing, tree, utility, and response crews working in Slidell, Mandeville, Covington, unincorporated St. Tammany Parish, and Bogalusa. Bring the housing to the work. We deliver travel trailers to the site, or as close as the ground allows, and set up and connect them the same way we do in a driveway. A two-person crew fits one trailer. What the local codes say about trailers on a job site

  • City of Slidell. No provision was found that lets anyone live in an RV or travel trailer as crew or construction housing. Construction office trailers need a permit, sit where the approved site plan shows, and leave the job site when the certificate of occupancy is issued or the permit runs out; the code does not mention living in them. An RV may be parked on a vacant lot only in connection with a permitted construction project or event, for parking only.   • City of Mandeville. An RV, mobile home, or mobile building may be used as a temporary residence during the construction, repair, or renovation of a permanent non-residential building on the same site, as a conditional use approved by the City Council. The permit lasts up to six months, the building inspector may grant one extension of up to three months to finish the work, and the unit leaves when the project is complete and before the certificate of occupancy.   • City of Covington. No provision was found that lets an RV be used as crew housing. The zoning ordinance says no RV may be used for living, sleeping, or housekeeping in any zoning district unless it is in a regulated RV park. Contractor offices and equipment sheds are temporary uses during construction, not housing. Source: Covington Comprehensive Zoning Ordinance, Sec. 4.1
  • Unincorporated St. Tammany Parish. No provision was found that lets an RV be used as crew housing on a job site or commercial property. RVs are lived in at RV parks, which the Unified Development Code allows in several commercial districts on at least 5 acres, and RV park occupancy of more than 3 months in any 12 counts as permanent and is prohibited. Temporary construction offices get a building permit but are offices, not housing, and the parish's temporary residence permit is for a home on the same site.   • City of Bogalusa (Washington Parish). Small RVs and pop-up trailers are allowed on a construction site, and temporary housing for construction workers is allowed on commercial or industrial property during construction; no one may live in them except watchmen, guards, or construction workers on a temporary basis, and they leave when no longer needed. Each unit must meet the location rules for a dwelling on that property and connect directly to sewer, water, gas, and electricity, and the owner needs an occupational license, zoning and building permits, and insurance. Before placing a unit, the owner gets a statement from the parish assessor listing every property owner within 500 feet, notifies each by certified mail, and gives the statement and receipts to the building permit department. In Bogalusa, the neighbor notice comes before the unit is placed, and again if it is moved. Everywhere else on the Northshore, ask the city's permit office, or St. Tammany Parish Permits and Inspections outside city limits, before delivery, with the address and how long the crew expects to stay. Power, water, and sewer for a trailer in St. Tammany and Washington parishes

Water, sewer or septic, and electrical connections are completed by licensed, insured contractors from our preferred vendor network, so you do not hire an electrician or a plumber. We look at how far the trailer will sit from the water, sewer, and power it will use, and confirm the site with you on the call before the trailer rolls.

Septic: In unincorporated St. Tammany Parish, an RV approved as a temporary residence must connect to potable water and sanitary sewer; where central water and sewer are available it must use them, not a private well, septic system, or holding tank, unless the director of environmental services approves, and every connection is inspected and approved before anyone moves in. Permit offices and emergency management in St. Tammany and Washington parishes

Call the office for the city where the trailer will sit, or the parish office outside city limits. Ask whether a travel trailer may be used there, for how long, and which permits the hookups need.

Questions about trailers in St. Tammany and Washington parishes

Can I live in an RV on my lot in unincorporated St. Tammany Parish if Isaias leaves my home unlivable?

The parish may issue a temporary permit for an RV or manufactured home used as a temporary residence while the home on the same site is repaired, for up to six months, extendable once by three months, connected to water and sewer and inspected before move-in. Ask St. Tammany Parish Permits and Inspections at 985-898-2574.

Can I live in a travel trailer on my lot in Slidell, Mandeville, or Covington?

We found no storm exception in any of the three. Slidell bars utility hookups except for maintenance or short visitor stays, Mandeville bars living in an RV on a developed site except a short visit, and Covington bars living in an RV outside a regulated RV park. Ask the city permit office before anyone moves in.

What about Bogalusa?

Bogalusa lets a homeowner park one RV on the property only if it is not used as a dwelling, and we found no storm exception. Ask the city at (985) 732-6200 before anyone moves in. Washington Parish Licensing and Permits is at 985-839-5456.

Can a crew stay in travel trailers on a job site on the Northshore?

In Bogalusa, temporary housing for construction workers is allowed on commercial or industrial property, with permits, direct utility hookups, and certified-mail notice to owners within 500 feet. Mandeville's Council may approve an RV during work on a non-residential building, for six months plus up to three. We found no crew route in Slidell, Covington, or the unincorporated parish.
